Job Title: Field Operations ManagerDivision: CorporateLocation: Lake Bluff, ILBase Pay: Competitive salary commensurate on experienceResponsibilities:The Field Operations Manager oversees operations for all Company railroad maintenance of way reclamation crews that operate in 18 states. Maintain quality control, repair and maintenance, safety, inventory control, asset management, environmental, and special projects. Coordinate work plan with customer railroads, Company crews and outside contractors. Work closely with Company administrative support staff to assist with scheduling shipment of Company and customer material, policy and procedures and problems that might affect operations. Essential Functions: Forecast, budget, direct, coordinate yearly financial goals and expectations for operations. Implement new operational goals, based on yearly forecasts and monthly projections. Maintain Company compliance with State and Federal regulations pertaining to DOT, Safety and Environmental regulations that pertain to Company operations. Plan and monitor safety, production, quality control, repair and maintenance, inventory control, purchasing, asset management, and special projects. Evaluate daily production performance for individual crews. Review production reports with supervisor. Review repair and maintenance requirements and preventative maintenance programs. Take monthly (physical) inventory of rail products stockpiled at remote locations. Direct all safety programs and coordinate with safety committee. Coordinate all environmental issues with Vice President, regulatory agencies, contractors and supervisors. Implement new programs to increase efficiency of the operation as necessary. Coordinate all operation shut downs or lay offs concurrent with customer expectations or schedule. Act as Emergency Response Coordinator in all emergency situations with local, state and federal agencies. Evaluate equipment (stationary and mobile) for up-grades. Increase efficiency and reduce cost; work with vendors, engineering contractors and Vice President. Marginal Functions: Ensure seamless staffing of Company crews with qualified personnel. Communicate with customer field management to problem solve and identify opportunities. Qualifications: Minimum Qualifications: High school diploma or equivalent required; college degree in business or engineering with applied science in mathematics. Minimum of 5 years work experience in railroad maintenance of way operations or business management in scrap metal operations or equivalent industrial manufacturing/operational experience. Knowledge of business and operational skills; good judgment; written and verbal communication skills; interpersonal, motivation, and organizational skills; negotiation and managerial skills; computer skills necessary with knowledge of Windows XP, Microsoft Word, Excel, and Outlook; some knowledge of inventory control or purchasing helpful, but not necessary. Ability to: apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; deal with nonverbal symbolism and with a large number of variables to determine a specific course of action. Physical Requirements: Ability to: sit, stand, and or walk for several hours per day, up to 6-8 hours; negotiate around and over rail track and associated obstacles; bend, twist, kneel, crouch; hear; lift, carry, push and pull over 50 pounds occasionally. Visual acuity for inspection of close detailed material such as reports, manuals, documents, blueprints, engineering schematics, computer work, and scrap inspection. Challenge conventional thinking in order to obtain the most efficient solutions to issues. Job Scope: This position operates within very broad parameters. Accountable for Company railroad maintenance of way reclamation crews in 18 states excluding sales and marketing of railroad products. Primary responsibilities are to optimize operating performance in contributing to profit and business objectives. Ensure equipment is maintained at the highest level. Providing the highest quality service at the lowest possible cost, safely, effectively and efficiently increasing productivity and profitability. Supervisory Responsibility: This position has direct supervisory responsibility for Company regional operations managers and field crew foreman. Interpersonal Contacts: Internal contacts consist of: daily conference call with direct reports to coordinate daily activities, exchange information, problem solve; Corporate office to communicate required operation or logistical support, communicate successes or corrective action required to operate effectively, problem solve, delegation and implementation. External contacts consist of customer railroads, contractors; local, state, and federal: regulatory agencies, law enforcement, municipalities, miscellaneous government agencies; equipment manufactures, vendors and suppliers. Job Conditions: This position requires travel in 18 contiguous states at a rate of two weeks per month and is regularly exposed to all weather conditions. Physical hazards are present due to the equipment and machinery used in the field operations. This position is on call 24-hours a day, 365 days a year and may require overtime creating pressure at times.
